The heads of pre-school education institutions in occupied Donetsk received an order to select personnel to be sent to occupied Mariupol and nearby settlements – Manhush, Nikolske, Yalta, the Main Intelligence Agency of the Defense Ministry of Ukraine has said.

"The Russian occupation administration explains this by the need to 'organize work on the ground'. The personnel of banking institutions are selected in a similar way. It is expected that the management of the local financial sector will completely come under the control of the occupiers," the agency said on its website.

According to intelligence information, such a transfer of personnel is due to the distrust of the occupation administrations in the local population. It also affects the mass departure of personnel to the territory controlled by Ukraine and the refusal of some employees to cooperate with the occupation authorities.

"It is known that the personnel who are preparing to be transferred to work in other regions oppose such a decision in every possible way. Some threaten to quit if the order is not canceled," the agency said.
