EU allocates EUR 2.3 bln to Ukraine in sixth tranche under Ukraine Facility

The European Commission has allocated EUR 2.3 billion to Ukraine under the Ukraine Facility to support the country’s finances and governance as it continues to fight Russian aggression.

The European Commission announced this on Monday.

"This is the sixth regular payment under the Ukraine Facility, the Union’s key instrument to support Ukraine’s recovery, reforms and path to EU membership. It helps to stabilize the state budget while allowing Kyiv to advance the ambitious structural reforms necessary for its European integration," the European Commission said.

The total amount of assistance to Ukraine under the Ukraine Facility, which has been allocated since March 2024, is EUR 26.8 billion, which corresponds to almost 70% of the funds available under the first strand of the Ukraine Facility.

"The payment follows the successful implementation of reforms in strategically important areas, including public finance management, the judiciary, financial markets, decentralization and regional policy, the agri-food sector, the management of critical raw materials, as well as the green transition and environmental protection. These reforms demonstrate how the Ukraine Facility directly contributes to progress on the ground, even in wartime conditions," the EU said.

Commenting on the allocation of funds, European Commissioner for Enlargement Marta Cos said: "Ukraine is implementing real reforms at an extraordinary pace, despite Russian aggression. Through the International Facility for Ukraine, the EU is advancing reforms that bring Ukraine closer to the EU, while supporting critical needs, including winter energy security. The International Facility for Ukraine will remain important to support the pace of reforms and Ukraine’s European future."

The EC recalled that Ukraine submitted a partial request for payment on November 11. On December 11, the Council of the EU approved the Commission’s assessment that Ukraine had successfully implemented eight reform benchmarks related to this sixth regular quarterly instalment, as well as one outstanding benchmark from the fourth instalment.
