PACE calls to reform UN Security Council – MP

The Parliamentary Assembly of the Council of Europe (PACE) has called for a reform of the UN Security Council, a member of the permanent delegation of the Verkhovna Rada to PACE, Yevhenia Kravchuk (Servant of the People faction) said Tuesday.

"Just now PACE called for the reform of the UN Security Council! The Assembly adopted the relevant resolution 'The need for a renewed rules-based international order' – 109 votes in favor," she said on Facebook.

According to the MP, the Ukrainian delegation also worked on the document and made several important edits.

Kravchuk emphasized that the resolution enshrines the need to reform the UN Security Council, expanding its membership to make it more representative and give a greater role to underrepresented and completely unrepresented regions, such as Africa, Latin America and the Caribbean, Asia and the Pacific, and rethinking the use and scope of the veto rights of permanent members.

The MP noted that the resolution called for a review of the UN General Assembly, which should be given greater authority in matters relating to the maintenance of international peace and security, especially when a permanent member of the Security Council exercises its veto power!

"Member states must ensure that any state that commits acts of aggression is held accountable and does not enjoy unwarranted diplomatic or economic privileges," Kravchuk said.

The document calls on those countries that have not yet done so to join the International Criminal Court and to ensure full cooperation with the ICC in order to ensure accountability for war crimes, crimes against humanity and crimes of aggression.

The MP added that the resolution also emphasizes the importance of the enlargement process of the European Union.

"At the same time, unfortunately, the Assembly did not agree with our edits that Russia has no right to be in the UN as an aggressor state, and as a 'successor state of the USSR' that automatically took over membership. This is disappointing, but we should realize that there is still no consensus among the Council of Europe states on tougher sanctions against the Russian Federation within the UN system. The resolution should serve as a basis for qualitative changes and revision of UN activities. We hope for its proper implementation!" she said.

As reported, the winter session of PACE is held on January 27-31 in Strasbourg, France.
