KIIS: Almost half of Ukrainians surveyed approve creation of national unity govt

Almost half (47%) of Ukrainians have a positive attitude towards the initiative to create a government of national unity as a broad union of all patriotic forces in parliament and outside it, while only 10% have a negative attitude, this is evidenced by the results of a survey conducted by the Kyiv International Institute of Sociology (KIIS) on December 1-9, 2024.
"Some 47% of Ukrainians have a positive attitude towards the initiative to create a government of national unity as a broad union of all patriotic forces in parliament and outside it. Only 10% have a negative attitude, and 37% have a neutral attitude. Compared to September 2024, there have been virtually no changes and interest in such an initiative remains at the same fairly high level," the press release on the KIIS website stated based on the results of the survey.
It is reported that the situation is quite similar in all regions of Ukraine and about half of the population (43-51% depending on the region) have a favorable attitude towards this initiative (and no more than 8-12% have a negative attitude).
It is emphasized that "among those who trust Zelenskyy and among those who do not trust him, a fairly significant proportion are favorable to the idea of a government of national unity (although those who do not trust the president are still more favorable to the idea)."
Sociologists note that the biggest problem in creating a government of national unity is the question of who could lead it.
"In the current survey, we used a formal option. Currently, there are four factions and four parliamentary groups in the Verkhovna Rada. Therefore, we asked which of the faction/group leaders is most suitable to become the prime minister of the government of national unity (for the Servant of the People party we asked about the current chairman) ... In this case, the "certainty" with the candidate for the post of head of government is higher, but at the same time, 34% answer that none of them are suitable for the post of head, and 16% could not answer the question," the press release states.
According to the relatively majority (20%) "Petro Poroshenko is the most suitable person from this list for the post of head of government." In the conditional second place is Denys Shmyhal, who was chosen by 13%, next come Yulia Tymoshenko and Oleksandra Ustinova.
Commenting on the results of the study, KIIS Executive Director Anton Hrushetsky noted that in Ukraine "there remains a strong demand for unity in society, in particular, among politicians regardless of their "camp". Ukrainians, for example, on the one hand, are favorable to criticism of possible erroneous steps by the authorities, but, on the other hand, believe that it should remain within a constructive framework."
At the same time, according to the expert, the situation with the government of national unity demonstrates a significant dependence on the wording of the question and the possible configuration of such a government.
"At the end of 2023, we asked about the attitude towards such a government, but specified that it would include the coalition of Servant of the People, European Solidarity, Batkivschyna and Holos. In this construction, 37% had a positive attitude and 19% had a negative attitude. Obviously, this is connected with the critical perception of these political forces. Thus, in May 2024, 13% had a positive attitude towards the Servant of the People party (48% negative), 23% towards European Solidarity (47% negative), 9% towards Batkivschyna (57% negative), and 13% towards Holos (29% negative), added Hrushetsky.
According to him, according to the results of the current survey, when we are not talking about individual political forces, but about the broadest association of various patriotic forces (in particular, outside parliament), then support is much higher.
During December 1-9, 2024, the KIIS conducted its own all-Ukrainian public opinion poll Omnibus, to which, at the request of the public organization Center for Strategic Communication Forum, questions were added about the attitude of Ukrainians to the creation of a government of national unity.
The method of telephone interviews based on a random sample of mobile phone numbers in all regions of Ukraine (controlled by the government) was used, 1,000 respondents were interviewed. The survey was conducted with adult (aged 18 and older) citizens of Ukraine who at the time of the survey lived in the territory of Ukraine that was controlled by the government of Ukraine.
Formally, under normal circumstances, the statistical error of such a sample did not exceed 4.1%. In war conditions, in addition to the specified formal error, a certain systematic deviation is added.
