Some 85% of the destruction from the Russian attacks on Chernihiv fell on residential areas, said Josep Borrell, the High Representative of the European Union for Foreign and Security Policy.

“Hospitals, schools and more civilian infrastructure were direct targets,” Borrell wrote on the social network X on Monday following his visit to the city.

He illustrated his message with photographs in Chernihiv against the background of destroyed buildings.

In this regard, the head of European diplomacy stressed the need to continue supporting Ukraine, “also to through recovery, reconstruction & development. The EU €50bn Ukraine Facility delivers,” Borrell added.

On Monday morning, he announced that he was in Kyiv in a bomb shelter in connection with the air alert declared in the city.

“Starting my day in Kyiv in the shelter, as Russia unleashes another missile attack. This is the daily reality for the Ukrainian people since Russia‘s full-scale invasion,” Borrell said on X.
