EU mission to monitor Ukraine Facility Plan starts work in Kyiv
The debut mission of the European Union to monitor the implementation of the indicators of the Ukraine Facility Plan has begun three-day work in Kyiv, the Ministry of Economy reported.
"The next three days will be spent consulting with our European colleagues on the status of the implementation of the indicators of the Ukraine Plan under the EU Ukraine Facility for the third and fourth quarters of this year," the press release quotes the words of First Deputy Minister of Economy Oleksiy Sobolev.
The mechanism for allocating funds under the Ukraine Facility involves the implementation of the quarterly indicators of the Ukraine Plan and verification by the EU. The European delegation was headed by Marlene Rosemarie Madsen, Head of the Economic and Sectoral Policy Department of the Directorate-General for Neighborhood and Enlargement Negotiations, the Ministry of Economy specified.
The Ukrainian department indicated that it continues to coordinate and cooperate with all ministries and departments involved in the implementation of the relevant reforms. "Our task is to make this process as efficient and transparent as possible, because the implementation of the indicators of the Ukraine Facility program and the receipt of funds from the EU is an important component of macro-financial planning, which will help Ukraine maintain economic stability," Sobolev noted.
The release indicates that during the first panel discussion, the head of the European delegation Madsen said that the process of implementing some of the indicators was ahead of schedule.
It is noted that during the third quarter of 2024, Ukraine plans to implement the following nine indicators, which will allow it to receive EUR 4 billion in November 2024, of which EUR 1.5 billion will be grant funding.
In particular, this concerns increasing the staff of the Specialized Anti-Corruption Prosecutor's Office, the entry into force of amendments to the Criminal and Criminal Procedure Codes of Ukraine on combating corruption, the approval of an action plan for the implementation of the Asset Recovery Strategy for 2023-2025, and the approval of a comprehensive Strategy for Demographic Development for the period up to 2040.
The indicators also include the adoption of the Deregulation Action Plan, the entry into force of the Cabinet of Ministers' resolution on amendments to the State Strategy for Regional Development for 2021-2027, the implementation of the REMIT Law, the adoption of the law on the prevention, reduction and control of industrial pollution, and the development of a concept note defining the scope of deviations from the EIA and SEA rules (environmental impact assessment and strategic environmental assessment).
The Finance Ministry, whose representatives also took part in the meeting, added that the parties discussed ensuring Ukraine's budget needs in 2024, preparing the state budget for 2025 and improving Ukrainian legislation on the privatization of state banks.
