Poroshenko proposes solution for motivating servicemen, funding for AFU
The European Solidarity Party has put forward an initiative to adopt laws on motivation for military personnel, as well as to direct all expenses provided for the army to a special fund exclusively for the Defense Forces, the party's website says.
The party's leader, People's Deputy of Ukraine Petro Poroshenko, emphasized that European Solidarity demands a parliamentary session to adopt a number of relevant bills.
"We are talking about increasing motivation for military personnel, and this is what our bill is aimed at," Poroshenko explained at a briefing.
"We have financial, moral and material motivation for Ukrainian servicemen so that those who want to serve now are encouraged, they must be provided with appropriate guarantees, starting from the guarantee of provision under the Save the Soldier program, from a Kevlar helmet and body armor to a thermal imager and rangefinder, from a radio station to weapons and ammunition. [...] When mobilized people sit without ammunition, the necessary equipment, without being able to effectively carry out assigned tasks. This is categorically unacceptable," he emphasized.
Poroshenko said Ukraine's American partners have provided funds for this.
"Some $61 billion dollars were allocated only for the project voted by the United States Congress. Some EUR 50 billion were allocated by the European Union and this is only a small part. A package that guarantees receipt in the near future," Poroshenko said, noting that his party is initiating consideration of a bill stipulating that all expenses that are directly intended to finance the Armed Forces of Ukraine, including revenues received by the state budget in the form of sales of military bonds, should go to a special fund and should be directed exclusively to financing the Defense Forces. It is also proposed to attract expenses seized from local budgets in the form of personal income tax to this special fund.
"If this money is not enough, the government should come up with an honest proposal for sequestration. And budget expenditures not related to defense and social payments should be concentrated to fulfill the priority task, and this task is the preservation of the Ukrainian state and the financing of the AFU," Poroshenko said.
European Solidarity insists that the source of increasing state budget revenues should be an increase in taxes on the gambling business, an increase in excise taxes on tobacco and alcoholic beverages.
The politician called the authorities' attempts to increase the amount of excise taxes and military tax for individual entrepreneurs when selling cars and real estate incompetent.
"This needs to be stopped, because it will only lead to a freeze in investment and business activity in Ukraine," Poroshenko said.
