SCM Group's investment company wins license to develop Volkovske clay deposit in Zakarpattia region
MR Invest LLC (Kyiv), affiliated with the umgi investment company of SCM Group, won an auction for the sale of a special permit to extract clay at the Volkovske deposit in Uzhgorod district of Zakarpattia region with a bid of UAH 14.750 million.
According to information in the ProZorro.Sale electronic system, the auction took place on December 23 with a starting price of UAH 1.457 million (excluding VAT).
Two companies took part in the auction: MR Invest LLC and sole proprietor Emerik Bombushkar. The auction was held in three rounds, following which MR Invest LLC offered UAH 14.750 million for the lot, while sole proprietor Bombushkar offered UAH 1.877 million.
As a result, MR Invest LLC was declared the winner.
The Volkovske deposit is located 0.5 km east of the village of Ruski Komarivtsi in Uzhgorod district of Zakarpattia region. The type of mineral resource is clay. The type of subsoil use and the term for which the permit is granted are geological exploration, including pilot-industrial development of mineral resources, followed by mineral extraction (industrial development of deposits), for a period of 20 years.
As reported, on November 5, 2025, the State Service of Geology and Subsoil of Ukraine held auctions in the ProZorro.Sale system for the sale of special permits for subsoil use, including clay and amber deposits. In particular, MR Invest LLC (Kyiv), with a bid of UAH 10 million, won the auction for a special permit to extract clay at the Irlavska site in Zakarpattia region. The starting price was UAH 4.7 million.
According to YouControl, the owners of MR Invest are UMGI Invest LLC (75.5%) and Terragres LLC (24.5%). Rinat Akhmetov is listed as the ultimate beneficial owner.
