Govt, associations sign memo to enhance land management
Representatives of the Cabinet of Ministers and all-Ukrainian associations of local governments signed a memorandum of cooperation, within which they will jointly determine approaches to the inventory of lands of territorial communities and create competitive conditions for their sale, the press service of the Ministry of Agrarian Policy and Food said.
According to the press release, the memorandum is aimed at increasing the efficiency of land management.
"In Ukraine, 23% of land, 9.8 million hectares, is not included in the State Land Cadastre. This is 27.8 million UAH of additional annual revenues to local budgets," the Ministry of Agrarian Policy said.
In particular, the parties agreed to jointly define the requirements and approaches for inventorying the lands of territorial communities, improve the regulatory framework for the normative monetary valuation of land plots, and fill the State Register of Rights to Real Estate and the State Land Cadastre with data.
In addition, they will create competitive conditions for the sale of land plots in order to increase the revenue of local budgets from land fees and the payment of the minimum tax liability.
It is expected that the implementation of the memorandum will help attract resources to conduct a full inventory of lands, enter them into the State Land Cadastre, administer land taxes in the mode of maximum interaction, and increase revenues to local budgets.
The developments as a result of the implementation of the provisions of the memorandum will subsequently be formalized in the form of a joint appeal to the government to resume measures of state control over the use and protection of land.
The memorandum comes into force upon its signing and is valid until December 31, 2025.
On behalf of the government, the document was signed by representatives of the Ministry of Economy, the Ministry of Agrarian Policy, the State Tax Service and the State Land Cadastre. From local authorities – the Association of Ukrainian Cities, the Association of United Territorial Communities, the All-Ukrainian Association of Communities, the Ukrainian Association of District and Regional Councils.
